Regional Planning Guidelines
In 2004 the Authority, in accordance with the Planning and Development Act, 2000, prepared and made Regional Planning Guidelines (RPGs) for the South-East Region. The Guidelines incorporate a regional socio-economic strategy and constitute a framework for Local Authority Development Plans and incorporate measures to implement the objectives of the National Spatial Strategy as they relate to the South-East.
The RPGs will guide the future development of the region for the next 20 years and are currently in the implementation phase. The role of the Regional Authority is to monitor, coordinate and guide the implementation of the RPGs and to maintain a regional-level overview of the process.
The Guidelines address the following issues:
- Employment and Economic Development;
- Population Growth and Settlement Strategy;
- Transportation;
- Environmental Issues, Water Services and Waste Management;
- Energy and Telecommunications;
- Education and Health Care;
- Agriculture, Marine and Rural Development;
- Recreation, Amenity and Culture;
- Heritage and Conservation;
- Inter-Regional Issues.
The South-East Regional Authority has commenced a review of the current Regional Planning Guidelines (RPGs) for the South-East Region and the preparation of new RPGs for the period 2010-2022.
As part of this review a public consultation was out to ascertain the views of the public and other interested parties. An Issues Paper was prepared by the Regional Authority in order to take a look at where the Region stands at the present time with regard to a wide range of planning, infrastructural and other issues. The aim of the Issues Paper was to generate discussion and debate with regard to the future development and direction of the South-East Region and to assist with the compilation of submissions.
A Directors Report has been prepared in accordance with the requirements of Section 7(1), 7(3) and 7(4) of the Planning and Development (Regional Planning Guidelines) Regulations, 2009. The report includes a list of the persons and bodies that made submissions to the Regional Planning Guidelines (RPGs) Issues Paper published in February 2009; it provides details of persons or bodies consulted by the South-East Regional Authority (SERA) and summarises the issues raised in submissions received. The report also presents the recommendations of the Director on the issues raised, taking into account the proper planning and sustainable development of the whole of the South-East region, the statutory obligations of the local authorities, and the relevant policies and objectives of the Government, including the National Spatial Strategy (NSS).
The Draft Revised RPGs are expected to become available in January 2010. A period of public consultation will follow during which the Draft will be available for inspection and submissions will be invited from interested parties. All submissions received during the public consultation period will be taken into account by the Regional Authority prior to the making of new RPGs.
